Ask a CTO why their AI program slowed down and the answer is rarely about the model. It is about a meeting that never quite reaches a decision. Product wants to ship a feature, security wants a review, data engineering owns the pipeline, and nobody can say who approves the prompt, who pays for the tokens, or who gets paged when the assistant starts giving wrong answers. The technology is available to everyone. The accountability is assigned to no one.

This is a predictable failure because AI does not sit neatly inside any existing team boundary. It cuts across application code, data, identity, procurement, and legal risk in a way that few capabilities do. Enterprises tried to absorb it with the org chart they already had, giving each product team the freedom to integrate whatever model they liked. That worked for the first two or three experiments and then produced what always follows: five teams with five different providers, five evaluation approaches, five sets of credentials, and no shared view of cost or behaviour. The second year of an AI program is usually spent paying for the first year’s autonomy.

The organizations moving fastest have converged on a similar shape. A small platform team owns the layer between model providers and product teams. It runs the gateway, the routing and fallback policy, the evaluation harness, the prompt registry, cost attribution, and the guardrails that apply regardless of which application is calling. Product teams keep ownership of the use case, the domain logic, and the user experience. The platform team does not decide what gets built. It decides what building on top of looks like, which is a very different mandate and a much more durable one.

Two failure modes bracket this. Centralize too much and the platform team becomes a ticket queue that every product team routes around, which reproduces the sprawl you were trying to prevent, only now with a bottleneck attached. Centralize too little and you get shared standards nobody enforces. The functional test is simple. Can a product team ship a new AI feature this week without asking the platform team for permission, while still inheriting evaluation, logging, cost tagging, and access control by default? If yes, the boundary is drawn correctly. If shipping requires a favour or a meeting, it is not.

Getting this right early is cheaper than fixing it later, because the artifacts that accumulate under a weak boundary are the expensive kind. Undocumented prompts in application code, per-team vendor contracts, and evaluation logic that only one engineer understands are all things you eventually pay a migration to remove.
